NOTICE OF COMMENCEMENT: ADMINISTRATIVE ADJUDICATION OF ROAD TRAFFIC OFFENCES

Issued by the Office of the Registrar, Department of Transport, San Andreas Province, Effective immediately upon publication

The Department of Transport hereby gives notice that the Administrative Adjudication of Road Traffic Offences (AARTO) system is now in force throughout Lightville.

Long promised, now delivered. From today, every driver on Lightville's roads carries a permanent record — and that record follows the person, not the plate.

1. THE TWO TRACKS

AARTO runs two consequences alongside each other, and they are completely independent of one another:

The money track — the fine attached to the offence. The licence track — the demerit points attached to your record.

Read that again, because it is the single most misunderstood part of this system:

Paying your fine does NOT remove your demerit points.

Settle every cent you owe and the points remain exactly where they are. There is no way to buy your licence back. The only thing that clears points is time.

2. CAMERAS WATCH. CAMERAS DO NOT FINE.

LightVille operates speed cameras across the road network, and SAPS cruisers are fitted with automatic number plate recognition. They are real, they are active, and they are watching.

They cannot issue you anything.

Every camera and every plate reader in this state is an enforcement aid. A speed camera trip or an ALPR hit produces an alert to an officer — it does not produce an infringement notice. No fine. No points. No record. Nothing arrives while you sleep, and nothing lands on your licence without you being there to see it happen.

What it does produce is an officer who now knows exactly where you are and what you were doing when you got there.

A ticket comes into existence in exactly one way: an officer stops you and issues it to your face. Every ticket on the system carries the name of the officer who wrote it.

Treat a camera flash as a warning that someone is on their way, not as a bill in the post.

3. PENALTIES FOLLOW THE DRIVER

Points and fines are recorded against the person behind the wheel, never against the vehicle. Lending your car to a reckless friend will not blemish your record — and borrowing one will not protect theirs.

Vehicles are impounded only in serious criminal matters, as they always have been. That has not changed.

4. SCHEDULE OF TRAFFIC OFFENCES

The traffic chapter of the Lightville Penal Code has been expanded from seven offences to fourteen.

4.1 Ticketable infringements

These are handled administratively. No arrest, no cell time — the officer issues a ticket and you drive away.

Code Offence Fine Points
T-01 Speeding R500 3
T-08 Disobeying a Traffic Signal or Sign R1,500 2
T-09 Improper Road Use R1,500 2
T-11 Invalid Licence or Vehicle Documents R2,000 3
T-12 Unroadworthy or Illegally Modified Vehicle R1,500 0
T-14 Illegal Parking or Obstruction R500 0

Note that T-12 and T-14 carry no points at all. They cost you money and nothing else. Your licence is never at risk from a cracked windscreen or a bad parking job.

T-08 covers red robots, stop streets, rail crossings and barrier lines. T-09 covers driving on the wrong side, pavements, the yellow lane, obstructing the fast lane, and failing to yield.

4.2 Criminal offences

These are not tickets. These are arrests, processed through the normal booking flow, and every one of them carries the maximum six points.

Code Offence Fine Points
T-02 Reckless Driving R1,500 6
T-03 Driving Under the Influence R3,000 6
T-04 Driving Without a Licence R2,000 6
T-05 Illegal Street Racing R5,000 6
T-06 Hit and Run — Property Damage R3,500 6
T-07 Hit and Run — Personal Injury R9,000 6
T-10 Failing to Comply with an Officer R3,000 6
T-13 Driving While Suspended or Cancelled R4,000 6

5. THE POINT THRESHOLD

Every driver begins at zero.

  • Reaching 15 points suspends your licence for 7 days.
  • Every point above 15 adds one further day. Eighteen points is a ten-day suspension.
  • Your balance resets to zero when a suspension begins.
  • One point falls away for every 7 days you stay clean. Get ticketed and that clock starts over.

The two-strike rule

A licence may be suspended twice. Cross the threshold a third time and every driving licence you hold is cancelled — not suspended, cancelled. Recovery is not automatic and is not scripted. Do not reach a third suspension.

6. DRIVING WHILE SUSPENDED

Serving a suspension means you do not drive. Getting caught behind the wheel during one is charge T-13 — a criminal arrest carrying twelve minutes and six more points, on top of a record already at the limit.

Six points on a fresh record is the fastest route to a cancellation there is.

7. NO LICENCE? THE RECORD STILL EXISTS

A common assumption is that never getting a licence means never carrying points. It does not work that way.

Your demerit record exists from the day your character does, licence or not. Unlicensed drivers accumulate points exactly like everyone else — and you cannot be issued a licence while your record sits at 15 or more.

Driving unlicensed will not spare you the record. It will only delay the day you are allowed to drive legally.

8. PAYMENT AND ESCALATION

Fines are payable in person, at the Police Department desk — the same counter where SAPS applications are lodged. There is no phone payment, no app, and no remote command. You appear in person or you do not pay.

Ignore a ticket and it escalates on its own:

After 7 days unpaid — you are barred from all traffic services. You cannot retrieve an impounded vehicle, register a vehicle, or apply for or renew a licence until the ticket is settled.

After 14 days unpaid — a warrant is issued automatically against you. No officer has to request it. No further notice is given.

9. COMMANDS

For all drivers

Command Function
/mytickets View your outstanding and settled tickets
/demerits View your point balance, suspension state, and time until your next point falls away

For SAPS

Command Function Access
/ticket [player] Issue a traffic infringement at a stop Constable and above
/voidticket [id] [reason] Void a ticket and reverse its points Captain and above

Demerit points, suspension state, and outstanding ticket counts are now visible to officers on the MDC person profile panel.

10. A WORD ON ENFORCEMENT

/ticket is a significant power placed in the hands of every Constable, and the Department is aware of it. Every ticket is logged against the issuing officer's name and is subject to review.

Drivers who believe a ticket was issued improperly should raise it with SAPS high command, who hold the authority to void it and reverse the points. Officers found to be issuing tickets in bad faith will answer for it.

SUMMARY

  • No cameras — tickets come from officers at stops only
  • Points follow the driver, not the vehicle
  • Paying your fine does not clear your points
  • 15 points = 7-day suspension, +1 day per point over
  • Third suspension = all licences cancelled
  • 1 point clears per 7 clean days
  • Pay in person at the PD desk
  • 7 days unpaid = traffic services blocked
  • 14 days unpaid = automatic warrant
  • No licence does not mean no record

Drive accordingly.
